Oversized, non-Converting Cy-Kill Action Figure
Unfortunately details are limited for this release and it's largely suspected to be unofficial. The company shown on the packaging is 'The Toy Store Ltd' and they were based in New York, United States.
The box shows the 'Robot Machine Men' logo that was used by Bandai on the very early Canadian run of six figures later to be re-issued as Gobots once the distribution with Tonka was underway.
The figure itself does not have a manufacturing stamp other than Made in Hong Kong. Bandai have always been keen to maintain their brand somewhere on foreign release items and the absence of this further leans the item into bootleg or unintentionally bootleg camp.
Unintentional sale of bootlegs, especially in the early 80s robot toy market weren't uncommon. It's quite possible this design was sold to 'The Toy Store Ltd' by a Chinese company with the buyer being none the wiser it wasn't an official item or that it was based on an existing toy.
The Robot Machine Men logo itself is printed with the holes in the 'O's white vs. the blue background around the letters further giving it a cobbled together feel. There's also no mention that the toy is based on a robot that turns into a motorcycle other than it having handlebar shoulders with non-removable wheels on them.
A version with a slightly different colour paint application that didn't included the wheels was also released, however it's currently unclear whether that was via The Toy Store Ltd.
The figure stands 9 1/2 inches / 24 cm, is made from a mix of hard resin and softer blown plastic and there are free rolling wheels under each foot.

The blue eyed version has the yellow and white body and leg sections paint reversed; white sections are yellow and visa versa. The head is still white.
